Water for seedlings is the most important item to keep them growing for first few weeks. Soak the seed overnight in water. Then sow it in a 50 / 50 mixture of sand and potting soil. It is preferable that the soil mixture be baked in an oven or heated well in a microwave before planting in order to kill microbes, bacteria, and especially fungus. The reason for this is because Cactus can take a long time to germinate and the soil can grow mold in the meanwhile. Sow the seeds about 1/8 inch deep and keep moist.
It is best if you cover the pot to keep moisture in. It can take a long time to germinate, several months even. Once sprouted, keep moist and partially covered until they grow a little bigger.
To sterilize soil: In a microwave oven: Put about a pint of moistened soil in a microwave safe plastic bag (left open) and microwave it on high for about two-and-a-half minutes. If you're uncertain about the exact soil volume or power of your microwave, you can always let the soil cool for about 10 minutes and then blast it again. Just remember that you cannot put metal in the microwave - no aluminum foil, rusty nails, or the like in the soil.
